In the heart of Garland, Garland City Center represents a strategic public-private partnership focused on revitalizing the historic downtown district as a transit-oriented development. Anchored by the Downtown Garland DART Rail Station, the plan leverages regional connectivity to support new multifamily housing, active ground-floor uses, and a more walkable urban framework. Recent and proposed residential development strengthens the market for retail and civic space, while coordinated leadership from the city creates a clear platform for reinvestment, economic growth, and a more vibrant, connected downtown environment.

The Greater Dallas Planning Council (GDPC), founded in 1946, is the oldest Dallas area civic organization that focuses on issues shaping regional growth.
