City of Irving Comprehensive Plan

Project Details:

The North Lake Campus study area looks at how the area around the new DART Orange Line station at Dallas College North Lake Campus can grow into a vibrant, mixed-use place. The plan highlights opportunities for housing, shops, and easy connections for people walking, biking, or taking transit. It also proposes a “Scholar Road” idea to better link educational facilities and campus life across Irving. These changes aim to make the area more connected, walkable, and lively for students and residences across Irving.

Challenge

The North Lake Campus area faced the need to manage growing development pressures while maximizing the opportunity created by the new DART Orange Line Station. The challenge was to coordinate land use, transportation, and redevelopment strategies to better connect North Lake College, nearby neighborhoods, and key Irving ISD facilities.

Solution

The study identified major intersections for mixed-use redevelopment supporting walkable housing and commercial options. MacArthur Boulevard was re-envisioned as a “Scholar Road,” linking North Lake’s main and satellite campuses and unifying surrounding schools. Multimodal strategies enhanced pedestrian, transit, and student mobility.

Impact

The plan strengthens regional transit access, encourages mixed-use growth, and establishes a safer, more connected academic and community corridor for Irving.
