Orange Avenue Transformation Plan

Project Details:

JHP led the master planning and urban design for the Orange Avenue Corridor Transformation Plan in Tallahassee, partnering with the Tallahassee Housing Authority to establish a shared, community-driven vision for reinvestment. Shaped through sustained engagement with residents of the Orange Avenue community, the planning process emphasized listening, collaboration, and trust-building through workshops, charrettes, and public conversations. The resulting framework aligns housing, mobility, public space, and neighborhood amenities into a cohesive strategy that respects local identity while supporting long-term change. JHP remains engaged in implementation, helping translate the vision into coordinated, phased actions that strengthen connections, enhance quality of life, and guide thoughtful renewal along the corridor.

Challenge

The Orange Avenue Corridor faced aging housing stock, fragmented connectivity, and long-standing disinvestment, requiring a comprehensive strategy to guide equitable, phased redevelopment. The Tallahassee Housing Authority needed a unifying framework that could align multiple sites and priorities while remaining grounded in the lived experience of residents, particularly those living in the Orange Avenue Apartments.

Solution

As master planner and urban design lead, JHP developed a clear, implementable Transformation Plan that integrates housing, mobility, public space, and neighborhood amenities into a coordinated vision. The plan establishes redevelopment concepts, site frameworks, and phasing strategies that support resilience, reinvestment, and long-term neighborhood stability.

Impact

The Orange Avenue Corridor Transformation Plan now serves as a practical roadmap for implementation, enabling the Tallahassee Housing Authority to advance coordinated reinvestment, improve housing quality, and strengthen physical and social connections along the corridor while honoring the community’s identity and priorities.
