Plaza Saltillo reimagines a pivotal East Austin crossroads as a walkable, transit-anchored district where daily life unfolds in public. Working in close collaboration, JHP as planner and Michael Hsu Office of Architecture aligned urban design, architecture, and the public realm into a cohesive vision, knitting together housing, local retail, workplaces, and civic spaces around the Saltillo Station to create a neighborhood that feels active, inclusive, and distinctly Austin. Fine-grained streets, generous plazas, and human-scaled blocks prioritize people first—supporting small businesses, fostering community gathering, and strengthening connections to the surrounding fabric—while setting a flexible framework for long-term growth and resilience.

Challenge

Plaza Saltillo spans four urban blocks at the intersection of 5th Street and I-35 in downtown Austin, presenting a complex planning condition shaped by transit infrastructure, phased development, and district-scale coordination. In partnership with Capital Metro, the project required the relocation of active rail lines while establishing a transit-oriented framework that balanced density, ground-floor retail activation, multimodal access, and public space across multiple blocks.

Solution

As planner, JHP organized the district around a unified block and podium strategy, layering activated ground-floor retail and liner spaces along primary streets with residential buildings above. Structured parking is integrated within podiums across all four blocks, allowing active uses to define the public realm while efficiently supporting residential density. Coordinated massing, circulation, and street edges reinforce walkability, while stepped building forms create shared courtyards, rooftop terraces, and elevated amenities.

Impact

Plaza Saltillo demonstrates a planning-led approach to residential-over-retail urbanism at the district scale, transforming four blocks into a cohesive, transit-oriented neighborhood. By prioritizing active ground floors, housing above podiums, and concealed structured parking, the project strengthens pedestrian vitality, supports long-term mixed-use performance, and establishes a flexible framework for sustained urban growth.
