Desoto Town Center

DeSoto Town Center is a transformative mixed-use redevelopment in DeSoto that reimagines an underutilized retail site into a vibrant civic and residential hub. Anchored by the city’s existing municipal complex—including City Hall, library, and recreation center—the project integrates over 35,000 square feet of retail and office space with 135 residential units and shared structured parking. Guided by Smart Growth and New Urbanism principles, the design fosters walkability, connectivity, and around-the-clock activity. As a public-private partnership, the development serves as a catalyst for revitalizing the Hampton Road corridor while creating a cohesive, community-centered destination.

Challenge

The project faced the complex task of transforming an underutilized, auto-oriented civic site into a cohesive, walkable district without disrupting existing municipal operations. Integrating new residential, retail, and commercial uses alongside active civic buildings required careful coordination of circulation, parking, and phasing. Additionally, creating a true sense of place within a suburban context—while addressing fragmented land uses, limited pedestrian infrastructure, and reliance on car travel—posed both urban design and community perception challenges.

Solution

A mixed-use, infill strategy was implemented to weave new development into the existing municipal framework, reinforcing connections between civic, residential, and commercial uses. Buildings were oriented to define streets and public spaces, with pedestrian-scaled design elements encouraging walkability and interaction. A centrally located, shared parking structure maximized land efficiency while supporting multiple uses across different times of day. Diverse housing types, including live/work units, were introduced to activate street edges and support a range of residents, strengthening the project’s adaptability and long-term viability.

Impact

The redevelopment established a vibrant town center that functions as both a civic hub and daily destination, significantly reducing reliance on vehicular trips by enabling residents and visitors to live, work, and access services within walking distance. It catalyzed reinvestment along the surrounding corridor while enhancing land-use efficiency through density and shared infrastructure. Most importantly, it created a recognizable identity and gathering place for the community—transforming a former parking-dominated site into a dynamic, 24-hour environment that supports economic activity, social interaction, and long-term sustainability.
