Columbia Gardens at South City reimagines the former Orange Avenue Apartments as a safer, more connected community shaped by resident voices. Developed through months of neighborhood engagement, the redevelopment prioritizes resilience, well-being, and opportunity while preserving long-term affordability. New amenities support everyday life and personal growth, including spaces for job training and community programs. Thoughtfully redesigned homes and landscapes respond to the site’s environmental challenges while creating a welcoming, sustainable place to liveāone that reflects both the history of South City and its future.
Challenge
Columbia Gardens at South City required the redevelopment of an aging 1970s public housing community complicated by significant floodplain constraints. Portions of the site were located within the floodway, necessitating building removal or elevation to meet current safety and code requirements. At the same time, residents sought improvements to housing quality, safety, and neighborhood amenities, priorities identified through a six-month community engagement process.
Solution
Using LIHTC financing to ensure long-term affordability, JHP reconfigured the site to respond directly to flood conditions through strategic building placement and elevated foundations in vulnerable areas. Guided by the Purpose Built Communities model, the redevelopment integrates wellness- and opportunity-focused amenities, including dedicated workforce training spaces introduced in Phase 2. All phases were designed to meet National Green Building Standards Bronze certification.

Columbia Gardens at South City delivers resilient, modern, and permanently affordable housing while expanding access to supportive amenities that promote stability, health, and economic opportunity. The redevelopment strengthens community connections and positions South City for a safer, more sustainable future.
