In the heart of Garland, Garland City Center represents a strategic public-private partnership focused on revitalizing the historic downtown district as a transit-oriented development. Anchored by the Downtown Garland DART Rail Station, the plan leverages regional connectivity to support new multifamily housing, active ground-floor uses, and a more walkable urban framework. Recent and proposed residential development strengthens the market for retail and civic space, while coordinated leadership from the city creates a clear platform for reinvestment, economic growth, and a more vibrant, connected downtown environment.

Challenge

Garland City Center needed to reenergize a key site on the downtown square adjacent to Garland City Hall, transforming it from an underutilized parcel into a vibrant civic anchor. The challenge was to introduce a mixed-use environment that complemented the historic square, supported retail activity, and added modern residential options while strengthening the city’s civic heart.

Solution

The project frames the downtown square with active ground-floor retail and contemporary residential levels above, creating a strong urban edge and a seamless connection to City Hall. Thoughtful massing, pedestrian-focused streetscapes, and a central public space reinforce daily activity and enhance the walkability and identity of the square.
